Below is a letter from Charles Ward, Chairman of the Albemarle County
School Board, to Wayne Cilimberg, Director of Albemarle Planning
and Community Development regarding the Faulconer Construction Company project.

Dear Mr. Cilimberg:
The School Division has become aware of a possible application by Faulconer
Construction Company to place an office, a shop, and storage buildings on a site
adjacent to Murray Elementary School. Community members have raised a number of
concerns about the impact of this project on Murray. I would therefore ask you
and your staff to carefully review the following issues as any site plan
application is considered:
 | This project would obviously generate a great deal of large vehicle
traffic that would interact with school-related traffic. This would be of
particular concern during the morning dropoff and afternoon pickup times.
What accommodations within the site plan could be made to limit the impact
of this problem? |
 | The proposed shop would likely have potentially contaminating materials
(e.g., petroleum products, industrial chemicals, possible pesticides, etc.).
How would these materials be stored so that the public could be assured that
ground water would be protected? Does the presence of these materials
require any special notification and/or plans in the event of spill or
release into the air? |
 | Site contractors such as Faulconer usually maintain an inventory of
explosives and other similarly dangerous materials. How would these
materials be stored to assure the protection of the school and the
surrounding residents? Additionally, what measures are in place to prevent
dangerous materials from being transported by or near Murray Elementary
School? |
 | Large vehicles that are stored on grass will leak vehicle fluids into the
ground. Could the site plan require vehicles to be stored on pavement so
that runoff can be captured and treated before it is released into streams
near Murray? |
These are all reasonable issues to be factored into consideration of any
proposed site plan. I know that Local Government shares the School Board’s
concern about assuring the well-being of Murray Elementary, the neighborhood,
and the environment as this project is considered.
